Massachusetts Office Of Educational Quality And Accountability Designing an organizational structure for the new Office of Educational Quality and Accountability Berkshire Advisors developed an overall organizational structure for the new Office of Educational Quality and Accountability. As part of this engagement, Berkshire Advisor consultants worked with the Educational Management Accountability Council, the Chairman of the State Board of Education and the Office¹s Executive Director to develop this structure. Roles and responsibilities for each recommended unit within the new structure were developed. The consultants also worked to clarify the roles and responsibilities of the Office of EQA in relationship to other state agencies with which it will would work. A model that could be used to determine appropriate staffing for the Office and a three year phase-in schedule and plan for launching the Office were developed.
