Education Consultants and Associates

Berkshire Advisors consultants and associates have broad experience evaluating the organization, management, and operations of school districts. In addition, many consultants and associates have worked in large consulting firms and as hands-on managers. This combination blends strong analytical skills with the real world seasoning needed to develop recommendations that are both conceptually sound and practical. A brief description of the relevant experience of selected consultants and associates follows.

Michael H. Walker.
Mike Walker, a Berkshire Advisors Principal, has more than 24 years of management consulting experience for governmental organizations and has extensive experience leading management reviews for large urban school districts.  His primary expertise includes helping school districts improve their organization, management, and operations.  Before joining Berkshire Advisors, Mr. Walker was for seven years the leader of Towers Perrin’s General Management Services Public Sector practice.

 

David Koch.
Dave Koch formerly served as the Chief Administrative Officer of the Los Angeles Unified School District (LAUSD) where, among other responsibilities, he oversaw transportation, facilities maintenance, and custodial operations.  Prior to serving as CAO, Mr. Koch served as the Business Manager where he oversaw the following functions: custodial services, risk management, food services, purchasing and warehousing, pupil transportation, school environmental health and safety, and earthquake recovery.  Prior to joining the LAUSD, Mr. Koch served as the Business Manager of the Kansas City Missouri Public School District. 

Katrina Reed.
Katrina Reed has held leadership positions in both large urban school districts and in higher education.  As Assistant to the Superintendent of Urban Affairs, she developed and implemented the district's desegregation plan for St. Paul Public Schools, St. Paul MN.  Working with the Minneapolis District, she developed a partnership with the union that increased school accountability using interest-based bargaining. The model contract is now used across the country in union negotiations.  She also served as Acting Superintendent of the Minneapolis District.  As Director of Human Resources for the state of Minnesota, Ms. Reed managed the human resource functions for the 18 community colleges in the state.  Most recently she served as the Associate Superintendent—Human Resources for the Dallas Independent School District and as Associate Superintendent of Administrative Services in the District of Columbia Public Schools. In addition, Ms. Reed is the Past President of the American Association of School Personnel Administrators.

Maureen Costello-Shea.
Maureen Costello-Shea has extensive experience as both a manager and a consultant.  She has particular expertise in Special Education, Elementary Education, Alternative Education, and Gifted Education.  Ms. Costello-Shea has worked extensively with New England public and private schools, families, and a variety of agencies to develop comprehensive, inclusive wrap-around services for students with challenging needs.  She has taught on the faculty at Simmons College, teaching graduate level courses in the Special Education Department and supervising graduate level student teachers.    

Renee Tinsley.
Renee Tinsley has worked for over 19 years as a management consultant to public sector clients, including large, urban school districts.  She has extensive experience helping district staff evaluate and re-engineer their operational processes, coordinate day-to-day management and planning activities, and develop and implement communications and community outreach strategies.

JoEllen Walker.

JoEllen Walker has expertise in business process analysis, process quality improvement, and quantitative and qualitative data analysis with broad experience gained in both a corporate environment and the public school system.  Prior to joining Berkshire Advisors, she spent more than 15 years working at Telcordia Technologies, serving in both consulting and management capacities.  She has authored numerous reports and articles on Supplier Quality Improvement  and Customer/Supplier Quality Processes.
