
State Government Consultants and Associates
Berkshire Advisors consultants and associates have broad experience evaluating the organization, management, and operations of state government agencies. In addition, many consultants and associates have worked in large consulting firms and as hands-on managers. This combination blends strong analytical skills with the real world seasoning needed to develop recommendations that are both conceptually sound and practical. A brief description of the relevant experience of selected consultants and associates follows.
Michael H. Walker. Mr. Walker, a Berkshire Principal, has more than 18 years of management consulting experience for state education agencies, school districts, and a broad range of other state and local governmental organizations. His primary expertise includes helping governmental agencies and school districts improve their organization, management, and operations. Before joining Berkshire Advisors, Mr. Walker was for seven years the leader of Towers Perrinšs General Management Services Public Sector practice.
Bill G. Evans Bill G. Evans joined Berkshire Advisors from Towers Perrin where he was formerly a vice president. In his 32 years as a consultant Mr. Evans has managed countless studies for state agencies. These include state police studies in Illinois, West Virginia, Maryland; studies of Criminal Justice System of Wyoming and South Dakota; a study for the North Carolina Department of General Services; and a study of the Delaware Department of Services to Children, Youth and Families.
Eugene R. Smoley, Jr. Dr Smoley has over 25 years of education focused consulting experience. His consulting assignments, which have focused on studies for both local districts and state education agencies, emphasize various aspects of governance, organizational analysis, operations, curricular and instructional management, personnel, and long-range planning. His consulting experience is complemented with eight years as a high school principal and two years as an assistant to the Montgomery County (Maryland) Superintendent.
Maureen Costello-Shea. Maureen Costello-Shea has over 17 years experience as a consultant and manager in organizations serving individuals with mental health, forensic and/or developmental disability needs. As a consultant, she has worked in several states, including Indiana, New Jersey, New Hampshire, Massachusetts, Maine, and Connecticut. As Director of State Operated Homes in Massachusetts, Ms. Costello-Shea was responsible for the opening and operation of 24 state-operated homes serving high-risk individuals with long histories of inpatient psychiatric hospitalization and institutionalization.
Renee Tinsley. Renee Tinsley has extensive experience as a consultant evaluating government operations at the state and local levels. In addition to working directly with clients, Ms. Tinsley helped spearhead a major change management initiative for a $1 billion a year consulting firm where she was responsible for communications, competency development and training, development and dissemination of supportive tools, databases and processes, coordination and oversight of integrated project teams, and development and implementation of a variety of strategic plans.
